Wayne C. Palmer, 84, of Peoria, a retired climatologist, died Jan. 12, 2000. He was born in Nebraska, and received national awards and honors for the development of the Palmer Drought Index. Survivors include his daughter, Jean; son, Martin, five grandchildren; and one great-grandchild. Services: 11 a.m. Sunday, Sunland Mortuary, 15826 Del Webb Blvd., Sun City.
